Mengenal Badan Standar Dunia JAS-ANZ

JAS-ANZ adalah badan akreditasi standar yang ditunjuk oleh pemerintah Australia dan Selandia Baru, yang bertanggung jawab untuk menyediakan akreditasi lembaga penilaian kesesuaian (badan sertifikasi) di bidang sertifikasi dan inspeksi.

Pengertian badan standar JAS-ANZ

JAS-ANZ merupakan istilah dan kependekan dari : Joint Accreditation System of Australia and New Zealand.

Badan akreditasi tersebut didirikan pada tahun 1991 oleh pemerintah Australia dan Selandia Baru untuk memperkuat hubungan perdagangan antara kedua negara dengan negara-negara lain.

JAS-ANZ juga termasuk salah satu anggota dari :

  • Forum Akreditasi Internasional atau International Accreditation Forum (IAF)
  • Asosiasi Badan Sertifikasi Terakreditasi atau Association of Accredited Certification Bodies (AACB).

Lembaga akreditasi ini mirip seperti Komite Akreditasi Nasional (KAN) dan The United Kingdom Accreditation Service (UKAS).

Kedua badan akreditasi diatas adalah badan akreditasi nasional, KAN untuk indonesia dan UKAS untuk Inggris (United Kingdom).

Per Juni 2009, JAS-ANZ sudah terakreditasi di 67 badan penilaian kesesuaian (conformity assessment bodies) yang telah disertifikasi lebih dari 50.000 organisasi di lebih dari 20 negara.

Akreditasi tersebut juga termasuk (tetapi independen) pada standar AS / NZS.

Kombinasi Standar Australia / New Zealand AS/NZS 4360:2004 dan COSO Enterprise Risk Management merupakan standar yang mengatur pendekatan yang sistematis untuk mengelola risiko dalam mencapai tujuan bagi suatu organisasi.

Sejarah badan standar JAS-ANZ

JAS-ANZ didirikan berdasarkan perjanjian internasional yang berjudul :

Agreement between Australia and New Zealand concerning the Establishment of the Council of the Joint Accreditation System of Australia and New Zealand (JAS-ANZ).

Perjanjian tersebut yang ditandatangani di Canberra pada tanggal 30 Oktober 1991, yang ditujukan untuk memperkuat hubungan perdagangan antara dua negara dan juga dengan negara lain.

Perjanjian JAS-ANZ mewajibkan JAS-ANZ untuk menjalankan sistem akreditasi bersama dan menyampaikan empat tujuan yang berkaitan dengan :

  • Integritas dan Keyakinan (Integrity and Confidence)
  • Dukungan Perdagangan (Trade Support)
  • Hubungan dan Penerimaan Internasional (Linkages and International Acceptance)

Tujuan badan standar JAS-ANZ

Tujuan dari Joint Accreditation System of Australia and New Zealand (JAS-ANZ) adalah untuk :

  • Meningkatkan perdagangan nasional, trans-tasman dan internasional melalui akreditasi
  • Mendapatkan pengakuan internasional untuk keunggulan barang dan jasa dari Australia dan Selandia Baru.

JAS-ANZ bukanlah badan akreditasi yang hanya mengeruk keuntungan semata, tetapi merupakan organisasi pendanaan internasional.

Sebagaimana dinyatakan bahwa JAS-ANZ adalah organisasi internasional nirlaba (not for profit), yang mendanai dirinya sendiri (self-funding).

Organisasi ini juga bersifat non-diskriminatif, oleh karena itu JAS-ANZ akan menerima aplikasi dari lembaga penilaian akreditasi yang beroperasi dari manapun di dunia.

Aplikasi tersebut juga berasal dari badan penilaian kesesuaian atau conformity assessment bodies (CAB) yang beroperasi di mana saja di seluruh penjuru dunia.

Program badan standar JAS-ANZ

JAS-ANZ menawarkan program akreditasi dan akan bekerja sama dengan badan pengawas untuk menciptakan skema sertifikasi di berbagai bidang seperti :

  • Proses bisnis dan peningkatan (Business processes and improvement)
  • Perbaikan Lingkungan Hidup (Environment)
  • Keamanan Pangan (Food Safety)
  • Kesehatan dan Layanan Kemanusiaan (Health and Human Services)

JAS-ANZ menawarkan akreditasi untuk program-program berikut :

  • Sistem sertifikasi manajemen seperti sistem manajemen mutu (AS/NZS ISO 9001), sistem manajemen lingkungan (AS/NZS ISO 14001), dan lain-lain.
  • Sertifikasi produk seperti Codemark, Watermark dan lain-lain
  • Sertifikasi personil
  • Inspeksi
  • Validasi dan verifikasi Gas Rumah Kaca (Greenhouse Gas)

Manfaat program akreditasi

Akreditasi memiliki banyak manfaat untuk seluruh rantai pasar baik untuk pihak bisnis, regulator, dan pemerintah melalui :

  • mengurangi biaya kepatuhan dan transaksi,
  • mengurangi resiko,
  • merampingkan operasi,
  • mendobrak hambatan perdagangan, yang memberikan akses lebih besar ke pasar luar negeri; dan
  • memberikan jaminan bahwa barang dan jasa yang dijual aman dan dapat digunakan untuk tujuan yang dimaksudkan.

Sehingga akan memperkuat trade dan commerce di tingkat nasional, Trans-Tasman dan internasional.

Apa beda trade dan commerce?

Trade adalah lebih kepada individu atau perorangan, perusahaan ke perusahaan dalam pasar yang terbatas.

Sedangkan Commerce adalah kegiatan yang sama, tetapi secara kolektif atau massal.

Akreditasi juga dapat memberikan nilai tambah pada rantai pasar yang terus berkembang dan semakin rumit dalam banyak hal.

Termasuk dengan memberikan simbol jaminan bahwa pemberi sertifikasi dan pemeriksa berasal dari pihak yang independen dan kompeten untuk menjalankan tugasnya.

Sertifikasi dan inspeksi produk, proses, dan orang yang terakreditasi atau kegiatan penilaian kesesuaian (conformity assessment) memiliki efek riak melalui rantai pasar, langsung ke konsumen.

Hal ini memberi kepercayaan konsumen bahwa pembelian mereka memenuhi standar yang ditentukan dengan kualitas yang terjamin kepada pihak pengecer, grosir dan konsumen individu.

Akreditasi adalah simbol jaminan berupa adanya simbol JAS-ANZ yang merupakan tanda kualitas dan keandalan.

Hal ini menandai bahwa pemberi sertifikat atau pemeriksa dapat diandalkan untuk menentukan secara tidak memihak apakah organisasi, produk, dan orang-orang memenuhi persyaratan yang ditentukan.

Maka hal ini dapat menjadikan para pemberi sertifikasi, inspektur, dan organisasi klien mereka suatu keunggulan kompetitif.

Tanda Sertifikasi
